The Love Thy Neighbour Good Deed is located in Jova within the Acasa Marshes. Here you'll play a part in helping two residents of Jova accept their actions during the war raging during the events of Hell is Us.

How to start Love Thy Neighbour in Hell is Us
Love Thy Neighbour can be started in two ways in Hell is Us. The first is by talking to Halie - the woman in the house to the northeast of where Captain Vaas is when you first arrive in Jova. You will need to pass one building to find her home.
The second is by picking up the 'Bloodied Plushie' at the base of the hanging tree. It's quite hard to miss the hanging tree, but, if you are having trouble finding it, head east from Jova.
Love Thy Neighbour walkthrough
If you start Love Thy Neighbour by talking to Halie, then you need to go collect the 'Bloodied Plushie' from the hanging tree. I've outlined its location in the section above!
If you've already collected the 'Bloodied Plushie', you need to visit Thomas Kuhn. You might have already visited his house to complete the Land of Milk and Honey Good Deed. If you haven't, there's how to find him:
Starting at Captain Vaas is located when you first arrive in Jova, head up the southwest road and take the first right. Now climb over the stacked crates to your right and head down the hill.
Now follow the road to your road and keep going until you've passed an area filled with enemies on your left. This will bring you to a house with graffiti on it.
Head inside the building to find Thomas and trade the 'Bloodied Plushie' with him. In return, Thomas will give you the 'Classroom Picture'.
Now you need to head back to Hallie - again she is northeast, one building over, of Captain Vaas. Simply trade the 'Classroom Picture' with her to complete Love Thy Neighbour.
Love Thy Neighbour fail conditions
Love Thy Neighbour is one of the Good Deeds that you can fail in Hell is Us if you progress too far in the storyline before completing it.
You must complete this Good Deed before Captain Vaas leaves for the Abbey, which occurs further into the game after you've completed Act One. Since this is quite a short and easy Good Deed, I would recommend completing it early on into your time with Hell is Us.
